Verification Guidelines

1. Where to apply for WeChat Verification

Access A: Go to "Settings->Basic Information->WeChat Verification" and click on "More information".

Access B: The Mini Program publishing process page (for government, media, and other organization accounts)

2. Procedure for applying for WeChat Verification

  1. Sign the "WeChat Official Account Platform Verification Service Agreement" by checking "Agree", and click on "Next".

  1. Submit information: select the type of entity to be verified, and submit the relevant documentation.

After selecting the type, the "Supply verification documentation" * interface appears. The certifying documentation which may be required includes but is not limited to: 

  • Enterprises: "Organization code certificate" (组织机构代码证); "Business license for enterprise as a legal person" (企业工商营业执照)

  • Media: "Organization code certificate" (组织机构代码证); "Business license for enterprise as a legal person" (企业工商营业执照) or "Certificate of public institution with legal person status" (事业单位法人证书). Broadcasters should upload a "Radio/TV broadcast license" (广播电视播出机构许可证) or "Radio/TV channel license" (广播电视频道许可证). Newspapers should upload the "Newspaper publication license of the PRC" (中华人民共和国报纸出版许可证). Magazine agencies require the "Magazine publishing license of the PRC" (中华人民共和国期刊出版许可证). Online media need to provide an "Internet news information service license" (互联网新闻信息服务许可证) or "License for broadcast of audio-visual programs via information networks" (信息网络传播视听节目许可证)

  • Governmental agencies and public institutions: "Organization code certificate" (组织机构代码证)

  • Other organizations - free (Foundations, Chinese offices of foreign governmental agencies): "Organization code certificate" (组织机构代码证). Relevant registration certificates, approval documents or evidential documentation: Foundations are asked to upload a "Certificate of foundation with legal person status" (基金会法人登记证书), non-local permanent establishments are asked to upload approval documentation from local government authorities, and Chinese offices of foreign government agencies are asked to upload approval or evidential documentation from the competent state authority.

  • Social groups: "Organization code certificate" (组织机构代码证); "Certificate of social group registration" (社会团体登记证证书). In the case of religious groups, approval or certification from a religious affairs administration office must also be provided.

  • Private non-profit organizations: "Organization code certificate" (组织机构代码证); "Certificate of registration for private non-profit organizations" (民办非企业登记证书). Non-governmental training and educational institutions need to submit their "School license" (办学许可证). Non-public medical institutions, including beauty parlors, must submit their "Practicing license for medical institutions" (医疗机构执业许可证) etc.

  • Other organizations: "Organization code certificate" (组织机构代码证); any relevant registration certificates, approval documents or other certifying documentation.

  1. Fill out the receipt information.

Users can choose to be issued ordinary receipts (quota receipts or 定额发票) or value-added tax receipts (税务登记证). If choosing value-added tax receipts, it is also necessary to submit a "Tax registration certificate" (税务登记证) (enterprises utilizing the "Three certificates in one" option can directly upload their new business license), and a "Proof of bank account ownership" (银行开户证明). All credentials will be verified by an auditing firm. Upon successful verification, Tencent will issue and post an receipt.

  1. Pay the verification fee; only WeChat Pay is currently supported.

The WeChat Pay process is shown below:

  1. The verification process will start once payment is complete. The contact details of the third party auditing firm will be displayed on screen. During the verification process, this company may or may not contact you. If you encounter any problems during the verification process, you can call the company's hotline for advice.

3. Outcome of verification of Official Accounts

​After Tencent and its contracted third party auditing agency have undertaken the verification requested by the user, Tencent will output the verification outcome to the user. Two outcomes are possible - success or failure.

WeChat accounts with account types listed as government, media, or other organization may only submit an application for publication inspection upon successful verification. If verification fails, the account will not be able to apply for publication inspection, and will be unable to publish. WeChat accounts with an account type of "enterprise" can enjoy most of their initial development and administrative capacity immediately upon completing registration, and are not required to be successfully verified prior to applying for publication. However, payment functions and other functions expressly stipulated by Tencent are exceptions to this.

4. Supported types of entities for verification

The following types of entities may be verified:

  • Enterprises (enterprise legal persons, non-enterprise legal persons, Chinese offices of foreign-owned enterprises)

  • Media (public institution media, other media)

  • Governmental agencies and public institutions

  • Other organizations

5. Certifying documentation required for verification of different entities

Documentation includes, but is not limited to, the following:

  • Enterprises: "Organization code certificate" (组织机构代码证), "Business license for enterprise as a legal person" (企业工商营业执照)

  • Media: "Organization code certificate" (组织机构代码证); "Business license for enterprise as a legal person" (企业工商营业执照) or "Certificate of public institution with legal person status" (事业单位法人证书). Broadcasters should upload a "Radio/TV broadcast license" (广播电视播出机构许可证) or "Radio/TV channel license" (广播电视频道许可证). Newspapers should upload the "Newspaper publication license of the PRC" (中华人民共和国报纸出版许可证). Magazine agencies require the "Magazine publishing license of the PRC" (中华人民共和国期刊出版许可证). Relevant registration certificates, approval documents or evidential documentation: Foundations are asked to upload a "Certificate of foundation with legal person status" (基金会法人登记证书), non-local permanent establishments are asked to upload approval documentation from local government authorities, and Chinese offices of foreign government agencies are asked to upload approval or evidential documentation from the competent state authority. Residents' committees, village committees, community committees and other organizations are asked to upload approval or certification from the competent authorities. Subsidiary agencies with independent accounting are asked to upload certification and approval from the competent authority for basic deposit account ownership.**

  • Social groups: "Organization code certificate" (组织机构代码证); "Certificate of social group registration" (社会团体登记证证书). In the case of religious groups, approval or certification from a religious affairs administration office must also be provided.

  • Private non-profit organizations: "Organization code certificate" (组织机构代码证); "Certificate of registration for private non-profit organizations" (民办非企业登记证书). Non-governmental training and educational institutions need to submit their "School license" (办学许可证). 6. What is the point of filling in the company bank account information (corporation accounts)?

​During the verification process, in order to verify the authenticity of an entity (enterprise, media organization etc.), the third party auditing agency will deposit a small sum into the corporation account entered by the applicant, entering specific information into the remarks column of the transaction. Upon receipt of the funds, the applicant will then promptly submit the funds receipt slip to the auditor via the supplementary materials screen in the WeChat Official Account Platform Verification. The third party auditing agency will phone to instruct you how to make this submission.

​The funds received by the company are for verification purposes only and do not need to be returned to the third party auditing agency or WeChat.

7. What types of administrator identification documents are accepted?

  1. National ID card of the PRC.

  2. Residents of areas which do not use resident ID cards may submit a "Temporary resident ID card".

Both the front and back photographs must be provided for the above identification.

8. Verification service fee

​Governmental and certain other organizations (foundations, Chinese offices of foreign government agencies) may apply for verification free of charge. All other types of applicants will be subject to a verification service fee of 300 yuan/application. This is a one-off fee paid by the user for the verification service provided by Tencent, and must be paid for every new application made. The verification service fee applies regardless of whether or not verification is successful.

9. How to pay the verification service fee

WeChat Pay is the only method currently supported for payment of the verification fee.

10. How to view verification status and outcome

Log on to the Official Platform and go to "Settings->WeChat Verification->View" to view the progress of verification. Alternatively, you can ring the customer service hotline of the third party auditing firm to inquire.

11. How to issue an receipt

Step 4 in applying for verification involves selecting an receipt type and filling out the address for mailing of receipts. Note the following points:

  1. Receipt information cannot be modified after it is submitted, so please be sure to enter the correct receipt type and mailing address. If an receipt issuing error or mailing error occurs as a result of incorrectly entered information, or the no invoicing option is chosen, it will not be possible to re-issue or re-send the receipt.

  2. Ordinary receipts are quota receipts. Value added tax receipts will be addressed to the full name of the applicant for verification.

  3. Issuing credentials for value-added receipts must be verified. The outcome of this verification will be posted in the notification center within 7 working days (not including weekends or statutory holidays).

  4. Upon completion of an order (including verification success or failure), Tencent will issue and send an ordinary receipt within 45 days, and a value-added tax receipt within 80 days.

12. How long does verification take?

​The time taken for verification will depend on how long it takes the user to submit or supplement the required documentation. Tencent will commence the verification work within 15 working days of receipt. The user should cooperate with any auditing requests made by Tencent or the third party auditing firm.

13. What could cause verification to fail?

  1. The enterprise is not legally registered with the Bureau of Industry and Commerce.

  2. The operator was not authorized by the company to apply for and operate an official account.

  3. The identification information given by the operator is incorrect.

  4. The verification documentation submitted by the applicant fails to comply with regulations in three separate attempts.

  5. Verification is timed out. Verification will be timed out if no further submission of documentation is made within 30 days (natural days) from the first request to re-submit verification documentation, and the application will be treated as failed.

14. How many Mini Programs can be verified for a single entity?

​50 Mini Programs may be verified for all entity types except individually-owned businesses, which are limited to five Mini Programs.

16. How can verification documentation be altered?

​Alteration of verification documentation prior to the annual audit is not currently permitted.

17. Annual verification audit

​Once a successful verification is made, the verification status of a user account will remain valid for one year from the date of success. If a user needs to extend a successful verification status beyond this time, and preserve access to high-level functions, they should initiate and complete an annual verification audit within a year of the date of successful verification. The same criteria and procedures used for the initial verification also apply to the annual verification audit. Should a user fail to complete the annual verification audit in time and obtain a successful verification outcome, the verification status of the account will expire, and the account will lose the right to apply for and enjoy access to high-level functions.

18. Is it possible to change the verification entity (the applicant for verification) during verification?

​The verification entity cannot be changed during verification. If a company undergoes a name change, it can submit the relevant evidence from the Bureau of Industry and Commerce during application for verification, and the auditing firm will confirm whether or not the name change is approved.
